William T. “Bill” Higgins, passed away at Park Manor Rehabilitation in Wallkill on Sunday July 1. He was 88 years old.
Bill was born at home on February 26, 1930 in Long Island City to Thomas Joseph Higgins and Elizabeth Connick Higgins.
He attended Long Island High School and in 1955 joined the New York City Police Department, eventually earning the rank of detective. Upon his retirement, he became police chief of the Village of Highland Falls. He then moved on to become the head of security for Hemlock Farms in Pennsylvania and security for Key Bank South East. Bill was a member of Sacred Heart Church in Highland Falls, American Legion in Highland Falls, Charter Member of Highland Falls West Point Rotary Club, Honor Legion NYPD, Orange County Police Chief Association and New York State Police Chief Association. Bill proudly served his country in the National Guard from 1952 – 1961.
Bill is survived by his wife, Patricia Gerig Higgins, at home; his daughters, Patricia Christine Higgins of Highland Falls and Katherine Elizabeth Arns and husband Donald of Middletown; his granddaughters, MacKenzie Elizabeth Arns and Riley Scarlett Arns; and several nieces and nephews.
He is predeceased by his parents Thomas and Elizabeth, his sisters, Mary, Elizabeth (Francis), Helen, Florence (James), Eva, Dorenda (William), Margaret (Casper), Marion, Veronica, Rose (William) and Jeanette (Louis).
Visitation will be held from 5-8 p.m. on Friday, July 6 at William F. Hogan Funeral Home, 135 Main St., Highland Falls. A Funeral Mass will be held at 10 a.m., Saturday, July 7 at Sacred Heart Church, Highland Falls. Cremation will take place at Cedar Hill Crematory, Middle Hope. Contributions may be made to a charity of one’s choice.

Arthur Howard O’Dell

Formerly of Cornwall-on-Hudson
Arthur Howard O’Dell, formerly of Cornwall-on-Hudson, passed away peacefully in Elmhurst, Queens on June 19 at the age of 68.
He was born on February 21, 1950 and graduated from Cornwall Central High School in 1968.
He is survived by his parents, John and Elizabeth; his loving wife Carolann; his children Drew and Amory; his grandchildren Kaitlyn, James, Keira and Gavin; his brothers Russell and John, his sisters Deborah and Alice, and many nieces and nephews.
A private service will be held in his honor.
Joan D. Partington
September 17, 1938-July 2, 2018
Cornwall
Joan D. Partington, of Cornwal entered into eternal rest on July 2 at The Fishkill Center for Rehabilitation & Nursing in Beacon. She was 79 years old.
The daughter of the late James Morgan and Florence (Phillips) Morgan, Joan was born on Sept. 17, 1938 in Otisville.
She was an active member of the Cornwall United Methodist Church.
“Joan was a beautiful and gentle soul,” her family said. “She came from a large and loving family whom she cherished, and we in turn adored her for the past wonderful 79 years that we were blessed to have her in our lives. Joan always enjoyed her time with her friends and family. She was a loving wife, sister, mother, aunt and grandmother. She will be missed greatly.”
Joan is survived by her loving husband of 58 years, David H. Partington. In addition, she is survived by her sons James Partington and Robert Partington, both of Cornwall; her granddaughter: Natasha Partington; her brothers: James Morgan and Arnold Morgan; her sisters: Mary Mabee, Gladys Maier and Deborah Morgan. Joan was predeceased by her brother: Richard Morgan.
Visitation will be held from 10 a.m. to 12 p.m. on Friday, July 6 at Quigley Bros. Funeral Home, 337 Hudson St. Cornwall-on-Hudson. A Funeral Service will be held at 12 p.m. at the funeral home. Cremation will take place at Cedar Hill Crematory in Middle Hope.
